\u00ab\u00a0Les citoyens vosgiens ont pu voir, comme nombre de Fran\u00e7ais avant eux ces derniers jours, l\u2019encart publicitaire au sujet des 80\u00a0km\/h, paru dans la presse locale.<\/em><\/p>\n

Nous \u00e9crivons \u00ab\u2009publicitaire\u2009\u00bb sciemment\u00a0: en effet, comme tout message publicitaire, celui-ci a un co\u00fbt. De plus, comme toute publicit\u00e9, son contenu a pour objectif de convaincre les personnes peu ou mal inform\u00e9es d\u2019une sinc\u00e9rit\u00e9 dans le message diffus\u00e9, et donc entrainer de facto l\u2019adh\u00e9sion aux arguments mis en avant.<\/em><\/p>\n

D\u00e9cortiquons donc cette publicit\u00e9 du gouvernement.<\/em><\/p>\n

Tout d\u2019abord son co\u00fbt\u00a0: cette campagne est estim\u00e9e par nombre d\u2019observateurs \u00e0 1,6 million d\u2019euros.<\/b><\/em><\/p>\n

M\u00eame si nous voulons bien croire que le gouvernement a pu obtenir de substantielles ristournes (lesquelles, et en \u00e9change de quoi\u2009?), on peut s\u2019interroger sur le bienfond\u00e9 de telles d\u00e9penses de propagande \u2013 le mot est fort nous en convenons \u2013 quand l\u2019enjeu affich\u00e9 de la s\u00e9curit\u00e9 routi\u00e8re demande des moyens sans cesse en augmentation.<\/em><\/p>\n

Comment qualifier un tel message, bas\u00e9 sur des approximations et des contrev\u00e9rit\u00e9s\u2009?<\/b><\/em><\/p>\n

Examinons la premi\u00e8re partie\u00a0: \u00ab\u2009\u00c9conomisons, par cette mesure du 80\u00a0km\/h, de 300 \u00e0 400 vies par an.\u2009\u00bb<\/em><\/p>\n

Au-del\u00e0 de la marge affich\u00e9e d\u2019incertitude (33\u00a0% quand m\u00eame), reprenons ces chiffres\u00a0: ils s\u2019appuient, nous dit-on, sur une \u00e9tude demand\u00e9e par le CNSR et publi\u00e9e en 2013.<\/em><\/p>\n

Quand on lit cette \u00e9tude, sur le site du CNSR, on s\u2019aper\u00e7oit surtout qu\u2019elle s\u2019appuie sur un mod\u00e8le empirique (donc sans rigueur scientifique) du Su\u00e9dois NILSSON publi\u00e9 en 1982, il y a donc 36 ans, et s\u2019inspirant lui-m\u00eame d\u2019une autre \u00e9tude, celle de BOHLING, autre Su\u00e9dois\u2009; cette seconde \u00e9tude a \u00e9t\u00e9 publi\u00e9e, elle, en\u2026 1968.\u00a0<\/em><\/p>\n

La lecture attentive de ces \u00e9tudes \u2013 si contemporaines \u2013 nous apprend, avec force graphiques et statistiques, que la gravit\u00e9 des blessures (class\u00e9es en 6 cat\u00e9gories, la 6e<\/sup>\u00a0\u00e9tant la mort) est proportionnelle \u00e0 la vitesse d\u2019impact. En r\u00e9sum\u00e9\u00a0: plus on tape fort, plus on se fait mal. \u00c7a valait vraiment la peine de faire autant d\u2019\u00e9tudes depuis autant d\u2019ann\u00e9es pour cette d\u00e9couverte\u2009! En d\u00e9coule donc la conclusion que si la vitesse baisse, la gravit\u00e9 des blessures aussi. Soit. Mais on voudrait nous faire croire que ce sont les usagers qui circulent entre 80 et 90\u00a0km\/h qui se tuent\u2009?<\/em><\/p>\n

Tout un chacun sait tr\u00e8s bien que les \u00ab\u2009pertes de contr\u00f4le\u2009\u00bb relat\u00e9es dans les accidents se font \u00e0 des vitesses bien plus \u00e9lev\u00e9es\u2009! Un exemple[1]<\/sup><\/sup><\/a>\u00a0pour illustrer cela\u00a0:<\/em><\/p>\n
